The Municipality of Salto will provide a great opportunity to catch up to patent debtors, even those who have had debt for more than 10 years. CAMBIO interviewed Gustavo Chiriff -Secretary General of the Intendancy of Salto- gathering information on the matter.
BENEFITS TO DEBTORS
Chiriff said that this plan is called “Debt Refinancing Plan” and has two modalities. One is the pandemic plan, which are those that, until March 13, 2020, were up to date with their patent, and as of March 13, 2020 they began to fall behind and generate debt. “There is a plan where fines and surcharges are removed and they pay only the patent” he explained about the pandemic plan, and continued “then there is another plan that is for those who had debt in registered vehicles before 2012, those are 100% of fines and surcharges will be exonerated, and they have to make an agreement for the debt, then those registered from 2012 to 2017, 50% of fines and surcharges are exonerated, and they have to make an agreement for the patent debt, Finally, those registered from 2017 onwards, 25% of fines and surcharge are exonerated and they make an agreement for the patent, in all cases it takes them to units indexed to the amount of the debt, so they can do it in installments, up to 36 installments ”. “It is a great possibility to get up to date with the patent, it must be clarified that it is fines and surcharges on the patent, these possibilities do not correspond to fines for traffic violations, in case of traffic violations they must pay the fine or make an agreement to part ”he added.

According to Chiriff, the link is already available on the Mayor’s page where, when pressed, it takes the person to the SUCIVE page where there is a form. “In the case of a pandemic plan, it is automatically ready, and as of September 20 the agreement begins to take effect, for other cases, as of October 2, they are authorized to make agreements,” he added.
BROMATOLOGY
On the other hand, Chiriff stressed that they met yesterday with the LATU (Technological Laboratory of Uruguay) where managers and technicians were present, due to a concern that exists. “We have a concern that has to do with the fact that many entrepreneurs, some small producers, who want to market their products in other departments and are often unable to market because the regulations are different, we have a plan that we are working on in the Congress of Mayors. , which has to do with the unification of the bromatological rate and its regulation, in such a way that the bromatology certificate serves throughout Uruguay, not in other departments if and in others not, this would allow it to be marketed in different departments of the country ”reported. “Another thing that we work with the LATU, is the quality certification to work for the thermal centers, the paradigm of tourism today has changed due to the pandemic, today the quality of the service involves knowing what protocol is in place in the thermal center, which ones are the water conditions, and those things in our hot springs are very good, University studies affirm that thermal water does not generate dangers with respect to contracting Covid-19, and added to that, all the protocol that is carried out, makes our thermal centers are really safe, and that is the certification we want to do ”he added.
RETURNING TO NORMALITY
When Chiriff was consulted about the services provided by the commune, he assured: “we are working to be able to return to normality in all services, we already have presence, the bus service is back on Sunday this September 27 and we are studying the capacity from the thermal centers, in this way we seek to return to normality in all services ”, he concluded.
